Detroit, MI, United States (AHN) – General Motors announced on Tuesday that it has entered into a joint venture with a Chinese automaker to develop electric cars. The deal also involves transfer of battery and other electric vehicle technology.

The 50-50 joint venture is between GM and Shanghai Automotive Industry Corp., the largest vehicle manufacturing company in China. The combined firm, Pan Asia Technical Automotive Center, is based in Shanghai and has already helped develop the Buick LaCrosse eAssist model now being sold in both countries.

China is a growing market for new cars because of the rapid pace of the country’s economy, which provides the Chinese people with money to purchase vehicles. The Chinese government is encouraging the entry of electric cars and other vehicles run on new energy and even offers national and municipal subsidies of up to $19,300 a unit.

To further give electric cars a boost, Beijing is exerting pressure on foreign carmakers to bring their electric car technology to China through joint ventures. However, GM Vice Chairman Stephen Girsky said its joint venture was not linked with the Beijing government initiative.

The joint venture can also been seen as a move by GM to lower production costs by having some of the vehicles manufactured in China where there is abundant and cheap manpower.

To further curb costs, GM entered into a four-year labor agreement this week with the United Auto Workers union to encourage the highest-paid hourly workers to retire so the carmaker could employ new workers at lower wages.

The buyout packages of up to $75,000 would be offered by GM to about 10,000 skilled-traded workers. GM would also pay other workers eligible to retire $10,000 if they would stop working in the next two years. GM then would replace them with new hires at the rate of less than $16 an hour.

GM is expected to save $30 an hour for every skilled-trade worker replaced with a lower-paid employee or up to $57,000 yearly per worker, according to the Center for Automotive Research.

Zeewolde, Netherlands (AHN) – An investment from a Chinese firm that would have provided a lifeline to Saab has collapsed, prolonging a production halt and leaving the future of the ailing Swedish automaker uncertain.

The company’s Dutch owner, Spyker Cars, said Thursday that an agreement with Hawtai Motor Group had been terminated because the Beijing-based automaker was unable to secure the approval of shareholders. It is continuing its search for funding and “negotiating equity and debt financing and/or technology licensing with various (strategic) Chinese partners.”

Spyker said it is in discussions with Hawtai on a non-exclusive partnership in the areas of manufacturing, technology and distribution in China.

The little-known Chinese company said in a statement, “The current situation is complex and it was not possible to reach agreed documentation in the timeframe contemplated by the agreement. Hawtai remains in discussions with Spyker to reach an agreement which is mutually beneficial to all parties.”

Hawtai was planning to invest 120 million euros ($222 million) for a 30 percent equity stake in Spyker. It also sought to provide 30 million euros under a convertible loan agreement with an annual interest rate of 7 percent and a six-month maturity.

The funds would have allowed Spyker to resume production at its factory in Sweden, where assembly lines stopped last month after suppliers halted deliveries due to unpaid bills.

Spyker, which bought Saab from General Motors last year, said it plans to restart production after it has secured funding from other sources. But it qualified this assurance by saying resumption would “depend on the outcome of discussions with its suppliers on terms to resume supplies of materials.”

Spyker is still working to sell Saab property in Sweden, a transaction that must meet requirements set by the European Investment Bank and the Swedish National Debt Office.

Russian banker Vladimir Antonov, a former Spyker chairman who acquired the automaker’s luxury brand unit in February, is said to have asked for Swedish authorities approval to buy Saab real estate in Trollhattan.

The automaker has also entered into a 30 million euro convertible loan agreement with Bahamas-based Gemini Investment Fund Limited. It is continuing discussions with the European Investment Bank on a 29.1 million euro drawdown request.

Milner resides in Moscow with his wife and two children but apparently has no plans to move into the estate inspired by an 18th-century French chateaux. In addition to its five bedrooms and nine bathrooms, the property sits on nearly 17 acres of land and also a nearby 5,500-square-foot guest house.

It boasts a ballroom, a home theater, a wine cellar, a spa/gym, a tennis court, a car wash, indoor and outdoor swimming pools and formal gardens.

One of the home’s architects, William Hablinski, told the Wall Street Journal that “There wasn’t a real budget” when he designed the house for tycoon Fred Chan.
